Are these dots moving? They are, yet they aren't you say. How can it be both? They either are or they aren't moving.
Can we really trust what we see or does the mind see what it wants to see?
Are we really in control?
Give it some thought. Careful, don't ponder it too deeply. The mind has a way of shutting down such idle mental wanderings.

That thing is going to drive me crazy one day if I stare at is for another second.
Its simple. When you focus on one set of circles then you aren't focusing on the other three circles so the shadow around them makes it seem like they are moving. If you suddenly look at one of the other circles you will see that it has jumped back to its original position
